Splicing Grounding Conductors

I have a situation where an electrician connected multiple #14 grounding conductors with a splice cap, from residential circuit wiring in NM cable, inside a sub-panel and then extended a single #14 wire to the grounding buss. Is this code? I can't find anything that addresses this situation.

Most ground bars are listed for more than 1 wire under a screw,check the sticker on the panel cover door. On the ground bar were there any spaces left? There is nothing wrong with this but I would terminate all wires on ground bar if possible if it were me.
