Splicing in a panel.

I am replacing a panel because the old one has burnt buss bars due to overheating / loose connections on breakers. My problem is a few of the wires wont reach the the new breakers in the new panel. Question is can I splice in the new panel to make the wires reach the new breakers?
I doing the job in Mesquite Tx. Thank you for response to my question.
