splicing in a power distribution panel.

I have a 208 volt 3 phase with neutral distribution panel, it is fed from a switch gear panel, there are no empty spaces to install another breaker, so I amped out the breakers, I found one 20 amp 1 phase, with 3 conductors taped off it and all 3 have low amps, and I do not believe there are any constant loads on them, so I added another conductor to that breaker, because load I am adding will only be 2 amps, I know you can only put one wire on a breaker or terminal unless it is listed/ labeled for such use.
my understanding I can splice the conductor from the 20 amp breaker conductor in the distribution panel up to a % of fill.

Question, can I splice and or tap off the conductor in a distribution panel????

Yes splicing is permitted. I wouldn't worry about fill you couldn't exceed the limits even if you tried.
