Splicing in water tight enclosure

I have a job installing a sub meter on the outside of a condo. The environmental contractor supplied the sub meter and water tight enclosure. Is this enclosure suitable for splicing 120 volts conductors?

Is it listed?

The NEC requires enclosures used in wet locations to be listed.
