Splicing inside a 3R Enclosure. Legal?

Is it legal to have a splice within the enclosure?
Can I just butt splice a 12" of wire to reach the terminals?
I have 10 wires that are 8" short and wont reach the terminals.
This enclosures has a plc in it with panduit and terminals.

If this is legal, What NEC reference code can I use to justify this practice?

You can splice in a panel as long as you do not exceed fill requirements.
