Splicing the main bus at service

Hi fellas,
The client is trying to a add an emergency stanby genset. He plans to splice the main bus (serving all breakers and feeders) at the SES (service entrance) in order to connect to an ATS (automatic transfer switch). Basically, he plans to intercept (or splice) the main bus connect one end to the ATS 'load' terminal and the other end to the 'normal' terminal, thus, leaving the 'emergency' termianl to be connected to the genset.

The existing SES does not have a main, but has less than 6 feeder mains.

1)Is it ok to splice the bus at the SES? (Note: the bus is going to be spliced after the utility co. passes the main meter)

2)Shall we protect the ATS with an OCPD?
