Splicing the seu cable

I had a call to a six unit apartment complex. One of the units had an old federal pacific 100 amp panel that was upgraded to a larger 100 amp ge panel. The original seu cable was spliced using split bolt connectors in the old federal pacific box to another length of 100 amp seu cable to the new GE panel 4 feet away.
The old box was being used as a junction box. Another tenet was moving in and the owner wanted to know if the boxes were up to the 2005 code that the particular city is using. I thought that the service entrance cable should have been run to the new box without splices. I thought that the use of a junction box would have been great for the branch circuits but the way the old box was used was wrong, too. I looked up 230.46 which referred me to three other sections but could not find that the service entrance splices are illegal.Any thoughts?
 
i've spliced entrance cables on service upgrades, although I didn't do it in old panel cabinets and didn't use split bolts. I'll set a large pull box and use those mechanical splices (sorry i don't know the street name for them).
 
I will probably go back and replace the federal pacific box with a large juntion box . The old federal box still has all the old breakers in it so that when the panel cover is opened it looks like a powered panel.
