Splicing train 480v feeder cables

My customer is a rail authority in my area, they connect the trains to utility power using large, approximately 250kcmil copper finely stranded individual SO style cables to a single cord cap. It’s 4wire 480v 3 phase config. The question is: can these cables be spliced for the rough use of being plugged in and out every day and drug around railroad tracks?
A new 100’ cable is $13k. The cord cap is not sold separately, you have to buy the whole set up as one piece, according to the train mechanics.
 
They do make crimp splices for fine stand cable but anything to do with the railroad rolling stock is not covered by the NEC so I'm unsure if splicing would be allowed,.
