Splicing wires in a sub panel

Im on a project where i added a generator panel and have to move over some circuits from a sub panel. The circuits I have to move over are in conduits that go underground and its not exactly easy to cut these conduits. Am I allowed to splice in the sub panel to extend the circuits to the generator panel. Everything is on the same service.
 
The limitations (fill) are addressed in 312.8 but the allowance is such that splicing branch circuits should pose no problem.
