Can you splice in an LB if you have the cubic inches? There is no ground screw to bond the LB. The ridged pipe does ground the LB

Yes you can splice in the LB. You're required to follow the splice fill based on the size, the number of conductors and the cu inch area within the conduit body. 250.148(C) applies to metal boxes not conduit bodies so the EGC doesn't need to be connected to the LB.
