are split bolt connectors listed for out door use? example tying grounding conductors from ground rods to the split bolt should it be taped if it is allowed?

Some split bolts are rated for outdoor use. That does not mean they are suitable for your example of connecting a GEC to a ground rod.

My opinion, for a grounding conductor that doesn't need insulated why tape the connection? Tape will hold more water in the connection and possibly increase corrosion than no tape will.

Are they rated for outdoor use? IDK. I see them outdoors all the time, so hopefully they are.

Can they be used for splicing a GEC? Most cases no, as the GEC needs to be continuous from service to electrode, and where it can be spliced needs to be an irreversible connection and rated for grounding use. But if you are simply attaching a bonding jumper to a GEC that should be acceptable, if you attach in a way so you do not cut the GEC.

We could use a bit more information. Are you looking to connect a ground wire to a ground rod?
A acorn clamp such as Blackburn part number G5 is UL rated for direct burial. This G5 is for 5/8? ground rods to 10 Solid to 2 stranded wire.

Are you asking if split bolts are rated for direct burial? In addition to agreeing with the other post about the ground wire not being interrupted, mechanical connectors labeled with a ?DB? are tested and listed to UL486C, UL467 for grounding and for direct burial. One example of a split bolt that carries this direct burial rating is Blackburn # 2H. I would need exact wire size to give you a selection.

Funny story. Building my own home I used ?? copper ground rods and compression ground grid connectors, crimped using a 15 ton hydraulic head. I still remember the confused look on the inspectors face.
 
I have found that fairly often in the field, folks don't differentiate between a tap and a splice and often misuse a split bolt to splice a GEC, or fail to realize that the use of a split bolt is acceptable for a tap to a GEC.

If I were the inspector my look of confusion wouldn't necessarily been because I didn't understand what you had there, just would have been a confused look of why not bond to a CEE, and a water pipe if one qualifying exists and call it good.;)

I think you should have cad welded them:D
