Split bus panel overload protection

I was at a condo today with a 150 amp split bus panel. During a remodeling project a subpanel was installed next to the main panel. The sub panel is fed by a 70 amp breaker in the upper part of the split bus panel. In addition to the 70 amp there is a 70 amp (heat) 40 amp (range) 40 amp (heat pump) etc.

So, how are the service conductors protected if someone overloads the top part of the panel?

If they are indeed "service" conductors with no Line side protection prior to your panel, they are not protected.
