The MC could be better supported. 
As far as the box, the code requires that you can access it. No one said it has to be easy.

Looks to me like the mechanical contractor got a change order to set their pipes lower than originally and no one bothered to mention it to the EC.

I'm standing on the floor, looking down slightly to take this. The flexes go through the wall and above the drop ceiling in the hallway. My guess is the MC never got any changes, they just did it this way and said "Bleep the electricians!"
