what is the purpose of the springed center portion of breaker panel cover?

i assume when the cover is tightened the spring portion compresses the breakers... holding them in place.

Welcome to the forum. (You will probably be asked to update your profile.)

The inner cover is sprung to maintain its fit around the breakers despite imperfect wall surface alignment.

As much as any cover does, yes, but the springs aren't really all that strong.

Yes, a panel cover stops breakers from being pulled out, but it's more about not having gaps.
I agree. Technically the NEC allows up to 1/4" of recessed gap around the panel in Sheetrock. The springs make up for that gap. As we all know it's often larger than 1/4" so they help with that also.
