Square D breakers

I have come across a problem with the Square D Homeline 20 amp twin breakers. I just bought this house and I have a Homeline 40 circuit main panel that is completely filled up. The previous owner has two wires attached to one screw on a single 20 amp breaker in multiple places. I figured I would break these down so both wires would have their own breaker by installing the twin breakers. There-in lies the problem. The twin breaker slot that fits over the main panel lug is not deep enough to snap in completely. (Pics attached). The twin breaker is on the right in both photos. I have been to both Lowes and Home Depot and the breakers are the same at both places. Question #1- Why are the 15 and 20 amp twin breakers different than all the other breakers? #2- Does Square D even make the right breaker? #3- What now? Thanks!
