Why does this breaker have 4 lugs?

That part I understand. What I am to figure out is the difference between that one and this one.

I am thinking the top one is for buss finger connections and this one is for conductors.

Check the size of the lugs.

The 4-pole one looks like it is intended for parallel conductors.

This is for a residential application.

The smaller one is typically factory installed, with specially bent wire from the load side of the meter. The other two appear to be user installed main breakers for panels that didn't have a factory main.
