We are setting 7 Square D Ipac panels but we mounted them to a piece of channel that is mounted to the floor, there for they are sitting off the floor about 2 inches. Im concerned because the bottom is wide open inviting all kinds of rats or bugs to crawl in. Is there anything in the NEC code book against mounting them raised off the floor?

Such a "pad" is often refereed to as a "housekeeping pad" and is common.

I'd close it off with some sort of something. I recall a plant shutdown once
in a plastics plant when a sizable rattlesnake decided to explore the HV Chamber on a substation transformer. BTW,he was well done if you like snake,I'll pass on that myself.

If you put channel all the way around the bottom perimeter, there won't be any openings for critters.
