Square D panel

Hey guy ,Im sorry I may have posted this in the wrong place but Im not sure how to navigate the forums well.
I have a squre D panel and I want to add a 20 amp breaker (circuit)
I have a few empty slots but there are these small fingerlike tabs screwed into the bus bar with a little red tab(tape( on the figerlike tab.
Can I simply remove this and use that slot?
