A ssbj connection at the first disconnecting means needs to connect to the neutral bar or the ground bar? I understand you cant connect neutrals to the ground bar because of objectional current but since the ssbj is before the ocpd does it matter where you connect it to since the panel is bond with a sbj or mbj

You can land it on either. You don't always have neutrals, more properly called grounded conductors, on a buss separate from the Equipment Grounds at the first disconnect so sometimes you don't have a choice.
