When doing a new construction job such as a 2- family house, complete. This job is for for a builder. Is the agreed price the total cost of the work ? Or do we add tax ? Can we give him a st-8 form? Can some of you contractors tell me how you handle this? I don't much experiance with builders.

You will fill out the ST-8, and have him sign, and return it to you.
 
I don't know what an ST-8 is but typically all of your proposals should spell out whether sales tax is included or not.

Don't get caught holding the bag because you left it out, just include it as a line item and let the GC decide if he wants to include it in your contract or not.
 
An New Jersey ST-8 form is for tax exempt capital improvements. Basically it is a record of the job that is signed by the customer and that the EC keeps to show that he wasn't required to collect sales tax.

From the New Jersey Tax Information Page:

"Exempt Capital Improvement Services. If the work results in an exempt capital improvement to real property, the contractor does not charge
sales tax on the bill, regardless of whether the materials and the labor are separately itemized or billed as one amount. The property owner
(must issue the contractor a Certificate of Exempt Capital Improvement (Form ST-8). The contractor keeps the ST-8 on file to document that the labor portion of the bill was exempt from tax.)

Keep these certificates in a file, the state can. and does make audits.
