Well the test is to see what your impedance % and actually transformer condition is. A lower voltage is used on the primary then they short out the secondary to get the current output on secondary safely they short out secondary windings its the only way to test the transformer in a real condition of current to voltage in a safe way at lower primary voltage .
At primary voltage at any voltage applied current on secondary will be a output of that ratio of that transformers impedance when it was made they just use a lower voltage so that high current is not going to be that dangerous in the real world .
