Am i correct in saying i can not have 10 meter disconnects ports without a main breaker.Or is there something i missed in the 6 throws rule ?

There is no requirement to have a main breaker, only a main disconnect.

My problem is the engineer (maybe loco) did not include any disconnect to kill the power to the 10 units short of turning 10 breakers off at meter center.I was looking for reinforcement before i look like a fool in calling him down.Far too often there is an exception that we all miss.Other inputs are welcome.Just what does a 1,000 amp disc cost ?

Service disconnecting means. That includes a main breaker.230.71[a].
