Stadium and sport lighting load is very high, can we use greater than 20A breaker or three-pole breakers greater (> than 20A)
to serve lighting load and still comply with NEC?

Yes. That’s typical. The sports lighting will usually have fuses for each fixture in the driver enclosure.

Stadium lights are typically 'mogul base', your max circuit
size is 50 amp see 410.62(C)(2) and 210.23(C), if the light boxes are cord connected they might come with a UL listing for the whole assembly.

Yes. You can use breakers greater than 20A in as much as it is not greater than 50A. 50A is the maximum circuit breaker that can be used
