Stainless backspash

During a recent remodel in a commerial kitchen a question came up about bonding the stainless steel backsplash metal put on the wall. There are gas lines and receptacles cut out in the stainless, would stainless cover plates coming in contact with the backsplash bond sufficently? Should ground clips be attached and bonded to the grounding conductor? What of the gas lines?
 
IMHO the contact with the recep would achieve bonding aside from the fact that NEC does not require it (IMO). The gas appliances could be bonded by the circuit feeding the appliance 250.104(B).
 
It all comes down to the question, is the backsplash likely to become energized? What does the code mean by that statement? It is all a matter of opinion and interpretation.
 
the recep strap in contact w/ the backsplash would ground it if they didn't really want metal faceplates or wanted screwless snap-on plates.
