Stanchion Lighting

A previous designer spec'd a wall mount fixture type to be used as a stanchion mount fixture. The wall mount fixture has a junction box with 4-3/4" hubs. The bottom hub is used to connect a 3/4" RGS conduit to a walkway. The 3/4" conduit is braced off the handrail. This is all in lieu of the proper stanchion mount type fixture. Is there a NEC or OSHA reference for the use of a proper stanchion mount fixture with a 1 1/4" or 1 1/2" conduit stanchion instead of this backyard mechanic setup? The manufacturer is surprised same as I that it was inspected and passed and stated the fixture will physically fail.

110.3 Examination, Identification, Installation, and Use of Equipment.

(B) Installation and Use.
Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling.
 
guggemos, The manafacturer should include installation instructions with

their product, if it is a listed product Article 110.3(B) shall be enforced.
