Stand-by generator question

Hello all

My question relates to the location of a service rated transfer switch to be installed in a residential generator application. This particular house is rather large with the meter fed via an underground utility feed on the west side. Electrical panel(s) are in a utility room in the basement near the middle of the house. The service conduit from meter to utility room main breaker panel is underground and routed around the outside of the foundation then through wall into panel. This makes the service conductors considered to be outside the house and no main is required at meter socket.
Can the transfer switch be located in the utility room where panels are ?
The generator is being proposed to be installed on the east side, being closer to panels and the natural gas supply. Any comments would be appreciated by this first time poster.
 
Thanks for your input(s) Every installation has its own peculiarities. The service conductors are piped thru wall and LB into main panel. We will move panel over to make room for ATS.
