I have a warehouse that put in multiple stand up water coolers with water supply lines attached, they plugged them into a 110 outlet, do they need to change the normal outlet to a GFCI outlet?

The NEC is not a maintenance code. Depending on your jurisdiction, it is likely covered under the fire code.

Breaker panels are not even required to have doors so I don't see any issue.
