Standby Power for Elevator Requirements

Currently working on project and the City is requiring standby power be provided to the elevator based on the below CBC requirements.

Can someone explain why parking structures are residential projects that are 5+ levels get exempted from this requirement. The project is a parking structure and medical clinic on the 5th floor. The elevation of the highest occupied floor is 55' which is under CBC's Highrise criteria. See below for code sections noting for standby power / elevators. I just don't understand how projects get out of this requirement and where the language lives in the code.


Code section 1009.2.1 Elevators required for bldg. where accessible floor is four or more stories above exit discharge - Elevators required to be accessible means of egress. Reference Section 1009.4

Code Section 1009.4 - In order to be considered part of an accessible means of egress and elevator shall comply with sections 1009.4.1


Code Section 1009.4.1 - Standby power - Standby power shall be provided in accordance with chapter 27.


Where in the code is a provision exempting parking structures or bldgs. with fire rated corridors.
