Standby signal to elevator.

There is an automatic transfer switch feeding an elevator, the normal side is fed by utility and cogen(CHP). The emergency side is fed by an emergency generator.

I need to bring a signal to the elevator when there is a utility power outage. This signal is to tell the elevator to be on standby mode and to disable regenerative power.

I would like to use an ATS to send this signal but the problem is that the normal side of the ATS is being fed by 2 sources (cogen and utility). If the cogen is still running and there is a utility power outage, the ATS will think that there is still utility power available since the normal side is fed by cogen and utility.

How would I send a signal to the elevator to be on standby if there is a utility power outage in this scenario?

Never got an answer on wether the cogen stayed energized to the utility buss from your last post. I’m pretty sure the cogen would have some sort of alarm contact to signal utility loss. A simple relay could solve both problems you have. Switching to generator, and signaling the elevator. There may already be a signal from the generator to the elevator to not do regen.

Sorry, from my last post forget about it, I don't think I explained it correctly. Let's assume the cogen is to be energized at all times. I would like there to be a standby signal to the elevator no matter which position the ATS is in. Standby signal needs activate when there is no utility power. I don't think I can use cogens to provide this signal, I have to confirm with the manufacturer...

The answer to this elevator question and your last ATS question is the same. If you can answer the following question, you will know how to answer both questions.

When the utility loses power, what prevents your cogen plant from trying to power the entire utility grid?

Probably the beckwith relay but I’m not sure. Beckwith relay and CT is connected to grid and there is no way the utility will allow us to modify that relay…
 
In the old days of energy management, the customer would pay the power company to provide a dry, fused contact from their revenue meter, also know a pulse meter. X amount of KWH for every contact closure. They probably can do the same with Beckwith relay. They provide a contact in an accessible enclosure outside their equipment.
