Starter/OCPD

I'm a little unclear as it relates to schedule below. E.g Some of the units indicate "M" for the disconnect which is a motor starter switch which to me is a thermal rated toggle or similar. Then those same units have combo motor starter which I beleive is a disconnect/starter unit combined. Does this make sense to have both the toggle switch and combo starter?

Most likely they are referring to the new(ish) types of "Type 2 combination motor starters" that consist of an IEC style Motor Protection Switch + a matching contactor directly attached to it..
