I work at a plant that uses a generator for backup power in a failure. The electricity comming into our plant is 460 volts at 3000amps . According to the 70e safety code is there any ppe needed for testing the switchgear or resetting them in a failure? Am I limited to a certain level work like IR testing?

Okay, I'll take a stab at it. I am not an electrician, however.

If these switches are in a approved enclosure, which prevents the employee from coming in contact with energized equipment then no PPE is required, BUT, a arc flash analysis should be conducted on this equipment to determine other requirements (70E 130.3)

Obviously you will need to determine the failure. You should/would encounter situations that may need PPE while doing this. If you open that switchgear cabinet with it on you will need PPE.
