first time user here. my question is would a steam plant (building), that has 3 natural gas fired boilers be considered a class 1 div 2 area as defined in ART 500.5 (B) (2) (1) thank you

Your question is far too broad to answer succinctly. Likely there will be certain areas that the design professional has classified as Class I Div 2, such as possibly the meter room (if there is one). Think of it this way, if the entire building were classified, there are a lot of homes in the US in violation.
 
Even a pressure relief or regulator vent would likely be required to vent to the outside so a classified area is not too likely.

The boiler itself is a potential ignition source so things would be designed that it would be a very rare instance that gas would be present, you would have to have a broken gas line for the most part, and even high volume line possibly has some device that shuts it down if flow is too high because of such an incident.

Heck, the new flex gas line for my dryer has an EFV (excess flow valve) built into it.
