Step-up trasformer secondary overcurrent protection

I just encountered a very unusual situation. We have a project with only 120/208V 3phase 4 wire available. The builiding lighting standard that is provided by the landlord is 277V. All the other tenants have provided 120V to 277V step-up transformers and feed small 2 to 4 circuit panelboards. Our space is small enough that we only need one circuit. My question at this point is with one circuit do we even need a secondary overcurrent protection if we feed a 3 KVA step-up transformer and a primary 120V 25A circuit breaker? Can we feed directly from the secondary of the transformer to each of the 277V fluorescent lighting fixtures? Please let me know your thoughs about this?
