Were you reading "the code" or some sort of NEC handbook? That term does not appear in my copy of the NEC. Never heard that term before! Strange.
Sorry yeah it wasn't in the main 2008 NEC Code book it was in the 2008 NEC Handbook. It doesn't say the word sticky back, but thats what i was wondering if they were referring to.

I believe the OP was initially confused on what the article said. It seems he was thinking in terms of securing conductors in an enclosure vs cables to it.
I believe he understands now.
