Are these cabinets for storing flammable liquids ( wd40,paint thinners and others) considered to be in a classification .If they are or not should they at least be bonded.

probably not. in any case, why would there be any electrical equipment inside the paint storage cabinet?

probably. But it is just a means of dissipating static so it does not have to be an especially large wire. If it is sitting on a bare concrete floor that might be adequate, although a green wire tied to the building structure might make everyone feel better.
While most of them have a bonding termination, there is no code requirement to bond them.
