Storage rack for water require grounding and bonding

I have storage racks for fixtures in existing storage warehouse. The rack is for industrial zoning, class 1 noncombustible liquids in plastic containers having less than 5-gallon capacity non-encapsulated cases of water, tea cups. Does this storage rack require bonding per NEC 2014?
 
If any part of open warehouse shares storage with Classified HazMat, iirc must bond all equipment to GES. IMHO Nothing prevents metalic raceways from making contact with storage rack frames.

Metallic equipment racks mounted with steel anchors to concrete floors may also be considered bonded to electrode Grounding Systems.
