We have a relatively large sub-station room (one 13.8kv panelboard and two 13.8-->480 substations/panel boards).

There is ample room to move around in this area. I need to store some (10) cases of air filters and was going to use this room. Where in the code does it prevent this.

I don't think "the code" does, if you are referring to the NEC, as long as whatever you are stroign does not cause you to violate any egress or working space requirements.
