Storm damage and generator

Major wind storm went thru the area yesterday. Received a call this morning about garage light bulbs blowing out and no power in parts of the house. House was receiving power thru a 30 amp 125/250v suicide chord. Generator was used during the night without issues, until it ran out of gas. Gas put in this morning and fired up,that’s when issues started. Upon arrival I checked voltage output on generator and had 120 phase to neutral and 240 phase to phase.

Plugged it in and checked voltage at other end, same readings. Plugged into twist lock outlet in wall and went to panel to take readings on backfed breaker, with it off, readings were the same as at the genny. Main and all branch breakers off at this time. Turn on breaker #3 and read 0 volts phase b to neutral and 240 volts phase a to neutral. Turn off 3 and turn on 1 and see 77 on phase b and have 163 on a. So I am scratching my head outside and I noticed the farmer across the road is running a pot driven generator. He disconnects his set up and my voltage returns to normal. I know I am overlooking something, but what? Farmer reported a downed line in the area. At this time main is off along with all branch breakers. Farmer was told to leave his disconnected, but not sure he did.

Sounds like it....but if the main was off in the panel how did it get in to this house? 🤔 did he also have neutral and phase reversed?
I have feeling that much more is going on, possibly a damaged secondary, mis-wired generator at farmer.
 
Also, is customer's generator backfeeding the line? If isolated, how can farmer affect it?
