Storm Switch for Generator - When is it required?

I am working on a project with a backup generator for some of the life safety loads. The generator backs up a panel for these loads through an ATS. The architect is asking if a Storm Switch is required as well.

My understanding was that a Storm Switch was an optional feature to allow use of a portable generator if the backup generator were to fail. The NEC doesn't reference Storm Switches. I don't see any requirements to have them just performing a simple internet search. It's hard to find information for them at all.

Are storm switches required in any circumstances?
