i am trying to find a code requiring a strain relief cord or cable connector that can not be strapped within the perimeter of the enclosure i.e. KELLEUMS SUPPORT GRIPS or Strain relief with a built in CGB

Say again?

i have a Master Electrician who has wired up some overhead blower motors with just cord grip connectors, the cable going into the pecker heads are either horizontal or vertical which i told him the motor will vibrate the rubber grommet loose causing the cable to drop out leaving the connected terminal wiring holding the cable until it comes loose causing a 480 volt dead short, he told me to find the code the requires a support grip on the cable i haven't found it need help only code i could find close is 502.140(B)(3)&(4)

How many times have you seen this problem with a cgb fail, is this motor on a flexible mounting or rigid (what motor vibration are we talking about).
No code book so no help there,

the motor has air gates that when open the motor jerks forward and backward when closing and the mount is on a frame which vibrates when motors are running CGB failure occurs more than normal due to excessive heat, humidity and loosens over time which the the cord falls out of connector hanging by conductors within the pecker-head. which per code tension must be prevented as for the cable not to be supported by terminal connections.

A little proof reading and grammar would make this post readable. The code book is a great example of complete sentences with proper punctuation

While that may be true, it can be very difficult to understand at first read.

OP, don’t pay or authorize payment for the work done, if you’re in the position to deny it. Next time be specific, prior to the commencement of work.

As far as I know, A cord grip is listed as a strain relief.
You should have specified when the job was quoted.

This should never happen on a properly sized cord connector.

At least I can say that's never been a concern of mine on any cord connector I've ever installed.
