Strange outlet in floor

I am in a new to me home. There is a floor electrical box with an outlet inside I have never encountered . Pictures attached. Anyonepic2.jpgpic1.jpg recognize and explain its use? thanks
 
Looks like a Bryant floor outlet. The rectangular cover appears to be turned 90° so it is not installed correctly.
 
Thanks so much? I would have never expected that ! House was built 2 years ago. I gues previous owners never used the floor box.
 
Probably some over zealous inspector made them put the floor receptacle in because there was something like a stair railing there and a receptacle couldn't be put in it.
I wired a cabin a few years ago and the inspector made me put a floor receptacle in right at the stairs that went from upstairs to down. He said someone MIGHT drag a bed over there or a night stand! There was only like a 2' section there!:mad:
