Stray Voltage in Neutral & Ground

I'm connecting a 50amp Spa disconnect to my main breaker.
NOTE my Main Panel has a 2g bare wire connected to Ground bus and running out to a 8' ground bar that seems to be connected properly.

[FONT=verdana, geneva, lucida, lucida grande, arial, helvetica, sans-serif]I connected the Green Ground and White Neutral to the Main Panel bus of the house. Separate buses but ultimately the buses are connected to the Main Neutral line coming into the house as well as each other so for all practical purposes they are connected.[/FONT]

With the power at House Main turned ON, I ran wires out to the Spa disconnect and connected them to the appropriate bus. At one point I got a slight shock handling the Neutral and touching the box. NOTE the Black/Red Hot are NOT connected to anything.
I have diagram but don't know how to attach it.

I then used my volt meter to test:
Spa Neutral bus to Earth Ground - 1.7v
Spa Ground bus to Earth Ground - 1.7v
I say Earth ground but all I did was poke one end of the meter probes into the dirt.

I assume this is voltage coming from one of the other house wires connected to either the Main Neutral bus or Main Ground bus.
Is this considered stray voltage? Where is it coming from? Do I need to correct it? How do I find where it is coming from. I only got shocked that one time and have handled the wire a little more without shock. Is this normal?
