Stray Voltage in Pool and Pond

Getting anywhere from .3-.8 V in inground saltwater pool. Getting shock when out of water with feet wet and sticking hand into water. Have checked neutrals grounds everywhere. Replaced GFI on breaker. Also getting .4.-5 V in Koi pond roughly 100ft away. Killed main. Volts lowered in pool. Still getting shocked and koi pond V stayed the same. POC has main lines/leway 200ft away.

Have had POC out to check ground and neutral on their end. Balanced out meter and was told no issues in their end. They were extremely bored and intrigued and did further testing on my pool. I asked but didn’t think to have them look into it. Could this be stray from the Main lines after receiving the same results with all power cut to house.

I will allow this post as you are not doing electrical work. We have many members here with with extensive experience with stray voltage. It’s most likely a POCO issue and the issue is to convince them of that

Does your pool have equipotential bonding around the perimeter and in the water etc. Mike Holt has many you tube videos on pools. Perhapd you can watch a few and get some ideas.

Pool was installed in 2005. Prior to regulations. Just moved in a few weeks ago. Equipment is grounded and will be installing an inline zinc anode/bonding pipe between filter and heater. When gas meter is running I am reading .5 V coming off gas meter and also on pipe leading into heater.

What you have is essentially electricity that is not yours leaking across your property in law they call this a nuisance claim, you need an attorney that specializes in this.
Imagine if a water utility ran water across your yard to get to the other side, by design, its a occasional weakness in our electrical distribution system called Multi Grounded Neutral (MGN).
There have been a number of successful cases for dairy farmers and pool owners to get compensation form the utility the host of this forum Mike Holt has been an expert witness in some cases.
Sometimes the utility can fix it before it goes to court but sometimes they are unwilling or unable to fix it.
The simple fix is to change the distribution transfromer to a two bushing Line to Line transfromer that does not use a primary neutral, but that does not always work. And for underground distribution it means adding a second primary cable.
