Stray Voltage in water at marina

Hello! Help!

What is the proper procedure to determine the amount and source of stray voltage in the water at a marina? Some of the boats are experiencing a high degree of electrlytic damage. How do I go about determining the source? How do I determine if it is AC or DC voltage in the water? Is there an accepted sequence of actions to take in resolving this problem?

There have been no instances of electrical shock to anyone as of now.

Any advice will be appreciated!

Put an Amp Probe on each boats grounding conductor, If you find current on one, then find out why. As a marina owner you can't make them repair the problem but you can refuse to supply them with power until it's repaired. :D
