2. What are you using for ground reference? The main panel EGC bus? A screwdriver stuck into the dirt?
25 volts relative to...?
My gut, (though it could be anything really) is open or loose neutral.
Are the water pipes bonded as they should be?

so is there any input as to what needs to be done, since bonding may not be the answer?
all connections fastened tight, ground and neutral bar joined as it is the panel at the meter so run a ground wire to the water pipe?
Enireh, the best post in this thread is post #8-there really are several causes for your readings. You do need to still check your water pipes to see if they are bonded properly and just because the neutral is "tight" in your panel doesn't mean that it isn't still a high resistance neutral nor does it mean that everything is good on the poco end.
Bonding can mask a problem but knowing if the water line is bonded changes what you may be looking for.Bonding doesn't cure stray voltage, it masks a problem that might be serious. You can have a perfectly compliant NEC instillation that will still shock.
