Stray Voltages

When it comes to stray voltages or equipotential planes, is static electricity considered a safety issue? Is it the intent of NEC code to include "static" imbalance with relation to "strapping" or bonding hot and cold water pipes?

If your asking whether or not the cold and hot water piping should be bonded, I say yes. Unless you are positive another means such as a valve or other plumbing component effectively bonds the two. I personally wouldn't rely on that.

I'm not sure how big of an issue "static" is in conventional electrical systems. It seems to me that if you bond and ground properly to prevent step and touch voltages by creating an equipotential plane, than you will effectively eliminate static discharges.
