Street box / hand hole

What is the classification of the inside of a box such as a Quazite or simular type hand hole box buried flush to ground. Is it considered wet location, direct burial? Does it make a difference with a floor in the box? I would like to run THWN in PVC conduits. Usually I use them with USE, URD or UF and either heat shrink or use direct burial rated connectors.

Does anyone know where I can find it in the code. I'm feeling pretty dense right now.

Open bottom Quazite boxes are used in DOT roadway lighting everywhere. Wet locations

Take a look at 314.30(C).

(C) Enclosed Wiring. All enclosed conductors and any splices or terminations, if present, shall be listed as suitable for wet locations.
