I have a strip mall that is design build with 7 tenant spaces all around 1500 sq ft except 1 is 3500 sq ft. What is the best way to go about this? 200amp 3phase panel for the 1500 sq ft spaces and a 400amp 3 phase panel for 3500 sq ft space? Very difficult when you don’t know who or what the occupants are going to be.

My rule of thumb is 20W/ft² for retail, 30W/ft² for all-electric restaurants. If there is gas cooking in the restaurant, you can stay at 20 for that one.

I'd be inclined to talk to the owner about what he thinks before I would just jump in. I don't know what the difference in cost between a 400 and a 200 amp panel board is but in the grand scheme of things it can't cost all that much more to just put a 400 amp panel board in. Part of the decision may be what parts you can actually get.
Presumably you're not planning to put in much beyond the panel board until a tenant is determined so it's not like it makes all that much difference one way or the other.
