In a mall with fire separated suites, the water comes in on an copper line. I was told it was a waste of time to bond it in the suite because it's already bonded at the source, and wondering if there are any issues with bonding it again like eddy currents? More bonding is necessary?

I would agree that if the piping is metallically connected and bonded at the service connection then any other is redundant.

I would take a look at 250.104 to see if it applies or not. I can't say for sure. I would also look at the definition of building and structure in article 100.

I would agree it depends on conditions. It could be yes or no. Some strip malls use a transformer at each store.
I don't think eddy currents would be an issue.
