Stroboscope

I am looking to buy a stroboscope to repair some rotating machinery.

While looking I found two different kinds.

One kind has the ability to phase shift.

What is phase shift with a strobe light?

that allows you to set a zero point on the shaft and a second point on the shaft and adjust the meter to tell you how many degrees there are between them.

Have you seen any applications that would require this option on the scope?
